The Central Committee of the Communist Party of China and the State Council attach great importance to energy conservation and emission reduction. Since the 18th National Congress of the Communist Party of China, China's energy consumption intensity has dropped significantly, the total amount of pollutant emissions has continued to decrease, resource utilization efficiency has been significantly improved, the quality of the ecological environment has been significantly improved, and ecological civilization construction has undergone historical, transformative, and comprehensive changes, which have been fully affirmed by the general public and widely praised by the international community. To vigorously promote energy conservation and emission reduction, thoroughly fight the pollution prevention and control battle, accelerate the establishment and improvement of a green, low-carbon, and circular development economic system, promote the comprehensive green transformation of economic and social development, and help achieve the goals of carbon peaking and carbon neutrality.
On December 28, 2021, the State Council issued the "14th Five-Year Plan for Comprehensive Energy Conservation and Emission Reduction" (hereinafter referred to as the "Plan"). The Plan adheres to a goal-oriented approach and proposes that by 2025, the national energy consumption per unit of GDP will decrease by 13.5% compared to 2020, the total energy consumption will be reasonably controlled, and the total emissions of chemical oxygen demand, ammonia nitrogen, nitrogen oxides, and volatile organic compounds will decrease by 8%, 8%, more than 10%, and more than 10% respectively compared to 2020. The policy mechanisms for energy conservation and emission reduction will be further improved, the energy utilization efficiency and the control level of major pollutants in key industries will basically reach the internationally advanced level, and significant achievements will be made in the green transformation of economic and social development.
Many key projects for implementing energy conservation and emission reduction in the Plan involve the coatings and coating industry and will have a significant impact on the future development of the coatings industry. In particular, the "Comprehensive Control of Volatile Organic Compounds" project stipulates that "the project will promote the source substitution of raw materials and products and implement the whole-process pollution control. Focusing on industries such as industrial coating and packaging printing, the use of coatings, inks, adhesives, and cleaning agents with low volatile organic compound content will be promoted." It also clearly requires that "by 2025, the proportion of solvent-based industrial coatings and inks will be reduced by 20 percentage points and 10 percentage points respectively, and the use of solvent-based adhesives will be reduced by 20%. "
On March 31, 2020, GB/T38597-2020 "Low Volatile Organic Compound Content" standard was released. Based on the mandatory national standard, the standard clarifies the concept and requirements of low volatile organic compound content coating products, and takes into account the needs of environmental protection and industry development, making it technologically advanced and economically reasonable.
The "14th Five-Year Plan" for the Chinese Coatings Industry proposes that the scale of China's coatings industry will continue to expand during the "14th Five-Year Plan" period. By 2025, the total output of the coatings industry is expected to increase to about 30 million tons from 24.591 million tons in 2020, and environmentally friendly coatings will account for 70% of the total output. Therefore, under the background of the continuous expansion of the industry scale and the consensus on green and high-quality development, realizing source substitution and adopting low-VOC environmentally friendly coating products has become the only way for the future development of the coatings and coating industry. Restricting the use of traditional high-VOC solvent-based coatings, eliminating coating products that do not meet the mandatory national standards, and increasing the proportion of low-VOC coating products such as high-solids coatings, water-based coatings, powder coatings, and radiation-cured coatings are not only consistent with the requirements of the national "14th Five-Year Plan for Comprehensive Energy Conservation and Emission Reduction", but also an inherent requirement for the upgrading and transformation of the coatings industry and the achievement of high-quality development.

Full text of the "14th Five-Year Plan" for Comprehensive Energy Conservation and Emission Reduction
In order to earnestly implement the major decisions and deployments of the Central Committee of the Communist Party of China and the State Council, vigorously promote energy conservation and emission reduction, thoroughly fight the pollution prevention and control battle, accelerate the establishment and improvement of a green, low-carbon, and circular development economic system, promote the comprehensive green transformation of economic and social development, and help achieve the goals of carbon peaking and carbon neutrality, this plan is formulated.
I. Overall Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of the 19th National Congress of the Communist Party of China and its subsequent plenary sessions, thoroughly implementing Xi Jinping's ecological civilization thought, adhering to the general tone of seeking progress while maintaining stability, basing ourselves on the new stage of development, comprehensively, accurately, and fully implementing the new development philosophy, building a new development pattern, promoting high-quality development, improving and implementing the dual control system of energy consumption intensity and total amount (hereinafter referred to as energy consumption dual control), and the total amount control system for major pollutant emissions, organizing and implementing key energy conservation and emission reduction projects, further improving the policy mechanisms for energy conservation and emission reduction, promoting a significant increase in energy utilization efficiency and a continuous reduction in the total amount of major pollutant emissions, achieving synergistic effects of energy conservation, carbon reduction, and pollution reduction, and continuous improvement of ecological environmental quality, ensuring the completion of the "14th Five-Year Plan" energy conservation and emission reduction targets, and laying a solid foundation for achieving the goals of carbon peaking and carbon neutrality.
II. Main Targets By 2025, the national energy consumption per unit of GDP will decrease by 13.5% compared to 2020, the total energy consumption will be reasonably controlled, and the total emissions of chemical oxygen demand, ammonia nitrogen, nitrogen oxides, and volatile organic compounds will decrease by 8%, 8%, more than 10%, and more than 10% respectively compared to 2020. The policy mechanisms for energy conservation and emission reduction will be further improved, the energy utilization efficiency and the control level of major pollutants in key industries will basically reach the internationally advanced level, and significant achievements will be made in the green transformation of economic and social development.
III. Implementation of Key Energy Conservation and Emission Reduction Projects
(I) Green Upgrading Project for Key Industries. Focusing on industries such as steel, non-ferrous metals, building materials, petrochemicals and chemicals, promoting energy-saving transformation and deep treatment of pollutants. Promoting energy-saving technologies such as high-efficiency distillation systems, high-temperature and high-pressure dry quenching, and oxygen-enriched intensified smelting, and encouraging the transformation of high-furnace-converter long-process steelmaking into electric furnace short-process steelmaking. Promoting ultra-low emission transformation of the steel, cement, coking industries and coal-fired boilers. By 2025, 530 million tons of steel production capacity will be transformed into ultra-low emissions, and coal-fired boilers in key areas for air pollution control will fully achieve ultra-low emissions. Strengthening industrial process innovation, implementing classified governance of industrial clusters such as coatings and chemicals, and carrying out clean production and industrial wastewater resource utilization transformation in key industries. Promoting energy efficiency improvement of new infrastructure and accelerating the construction of green data centers. During the "14th Five-Year Plan" period, the energy consumption per unit of added value of large-scale industrial enterprises will decrease by 13.5%, and the water consumption per 10,000 yuan of industrial added value will decrease by 16%. By 2025, through the implementation of energy conservation and carbon reduction actions, the proportion of key industries such as steel, electrolytic aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia, and calcium carbide, as well as data centers, that have reached the energy efficiency benchmark level will exceed 30%.
(II) Energy Conservation and Environmental Protection Improvement Project for Industrial Parks. Guiding industrial enterprises to gather in industrial parks, promoting the overall optimization of energy systems and comprehensive pollution control in industrial parks, and encouraging industrial enterprises and parks to give priority to the use of renewable energy. Focusing on industrial parks at or above the provincial level, promoting the joint construction and sharing of public infrastructure such as heating, power supply, sewage treatment, and reclaimed water reuse, carrying out systematic governance of the regional pipe network system for sewage treatment plants with abnormal influent concentration, strengthening the centralized storage and disposal of general solid waste and hazardous waste, and promoting the construction of "green island" projects such as centralized treatment of volatile organic compounds, electroplating wastewater, and characteristic pollutants. By 2025, a number of energy-saving and environmentally friendly demonstration parks will be built.
(III) Urban Green Energy-saving Transformation Project. Comprehensively promote urban green planning, green construction, and green operation management, and advance the construction of low-carbon cities, resilient cities, sponge cities, and "zero-waste cities." Fully raise building energy efficiency standards, accelerate the development of ultra-low energy consumption buildings, and actively promote energy-saving renovation of existing buildings and integrated photovoltaic construction. Adapt to local conditions to promote clean heating in northern regions, and accelerate the large-scale application of industrial waste heat, renewable energy, etc., in urban heating. Implement green and efficient refrigeration actions, focusing on central air conditioning in buildings, data centers, business industrial parks, cold chain logistics, etc., to update and upgrade refrigeration technologies and equipment, optimize load supply-demand matching, and significantly improve the energy efficiency of refrigeration systems. Implement projects to control leakage in public water supply pipelines. By 2025, new urban buildings will fully implement green building standards, and the proportion of clean heating in urban areas and the market share of green and efficient refrigeration products will significantly increase. (IV) Transportation and Logistics Energy-saving and Emission Reduction Project. Promote the construction of green railways, green highways, green ports, green waterways, and green airports, and orderly advance the construction of infrastructure such as charging/swapping stations, fueling (gas), hydrogen refueling, and shore power for ports and airports. Increase the proportion of new energy vehicles used in urban public transportation, taxis, logistics, and sanitation vehicles. Accelerate the shift of bulk and medium-to-long-distance cargo transport from "road to rail" and "road to water," and vigorously develop multimodal transport involving rail-water, road-rail, and road-water. Fully implement China VI emission standards for automobiles and China IV emission standards for non-road mobile diesel machinery, essentially eliminating vehicles below China III emission standards. Deepen the implementation of the clean diesel engine action, encouraging the replacement of heavy diesel trucks. Implement vehicle emission inspection and maintenance systems, and strengthen motor vehicle emission recall management. Strengthen the promotion and application of clean energy power for ships, and advance the modification of ship shore power receiving facilities. Improve the electrification level of railways, promote low-energy consumption transport equipment, and push for the implementation of China I emission standards for railway diesel locomotives. Vigorously develop intelligent transportation and actively use big data to optimize transport organization models. Accelerate the construction of green warehousing and encourage the establishment of green logistics parks. Accelerate the promotion and application of standardized logistics turnover boxes. Fully promote green express packaging and guide e-commerce enterprises and postal express enterprises to select and use green-certified express packaging products. By 2025, new energy vehicle sales will account for about 20% of total new car sales, and the proportion of rail and water freight volumes will further increase. (V) Agricultural and Rural Energy-saving and Emission Reduction Project. Accelerate the application of renewable energy such as wind, solar, and biomass in agricultural production and rural life, and orderly promote clean heating in rural areas. Promote the application of agricultural electric vehicles, energy-saving and environmentally friendly agricultural machinery and fishing boats, develop energy-saving agricultural greenhouses, and advance energy-saving renovation of rural houses and the construction of green rural houses. Strengthen agricultural non-point source pollution control, promote the reduction and efficiency improvement of pesticides and fertilizers, comprehensive utilization of crop straw, and accelerate the recycling and disposal of agricultural films and pesticide packaging waste. Deepen the pollution control of large-scale breeding farms, and promote county-wide resource utilization of livestock and poultry manure. Improve rural living environments, enhance rural sewage and waste treatment capabilities, and basically eliminate large areas of rural black and odorous water bodies. By 2025, the treatment rate of rural domestic sewage will reach 40%, the comprehensive utilization rate of crop straw will stabilize above 86%, the utilization rates of fertilizers and pesticides for major crops will both reach above 43%, the comprehensive utilization rate of livestock and poultry manure will reach above 80%, and the coverage rates of green prevention and control and unified prevention and control will reach 55% and 45% respectively, with a 5% reduction in total ammonia emissions from large-scale breeding farms in Beijing-Tianjin-Hebei and surrounding areas. (VI) Public Institutions Energy Efficiency Improvement Project. Accelerate energy-saving renovation of building envelopes, heating, cooling, lighting, and other facilities and equipment in existing public institutions, and encourage the adoption of contract energy management models such as energy cost trusteeship. Take the lead in eliminating old vehicles, prioritize the procurement and use of energy-saving and new energy vehicles, and ensure that new and existing parking lots are equipped with electric vehicle charging facilities or have reserved conditions for their installation. Promote energy consumption quota management and comprehensively carry out actions to create resource-saving agencies/offices. By 2025, establish 2,000 model resource-saving public institutions and select 200 public institutions as energy efficiency leaders. (VII) Key Regional Pollutant Emission Reduction Project. Continuously advance the autumn and winter air pollution prevention and control campaigns in key regions, and strengthen structural adjustment and pollution control in key industries. Focusing on key air pollution prevention and control regions, the Pearl River Delta, Chengdu-Chongqing region, etc., promote collaborative emission reduction of volatile organic compounds and nitrogen oxides, and strengthen collaborative control of fine particulate matter and ozone. Continue to fight the battle for Yangtze River protection and restoration, solidly advance urban sewage and waste treatment and pollution control projects for industrial, agricultural non-point sources, ships, and tailings ponds. By 2025, the overall water quality in the Yangtze River Basin will remain excellent, and the water quality of its main stream will consistently reach Class II. Focus on fighting the battle for ecological protection and governance of the Yellow River, implement deep water conservation and control actions, strengthen pollution control of important tributaries, and carry out investigations and rectifications of river discharge outlets. By 2025, the water quality of the upper and middle reaches of the Yellow River (above Huayuankou) will reach Class II. (VIII) Clean and Efficient Utilization of Coal Project. Based on the fundamental national condition that coal is the primary energy source, adhere to the principle of "establish first, then break," strictly and reasonably control coal consumption growth, ensure clean and efficient utilization of coal, promote the "three transformations linkage" for existing coal-fired power units—energy-saving and consumption-reducing renovation, heating renovation, and flexibility renovation—and continuously advance ultra-low emission retrofitting of coal-fired power units. Steadily and orderly promote the reduction of coal consumption in key air pollution prevention and control regions for fuel-fired coal gasifiers, coal-fired hot blast stoves, heating furnaces, heat treatment furnaces, drying furnaces (kilns), and the building materials industry, implementing clean electricity and natural gas substitution. Promote combined heat and power (CHP) renovation in large coal-fired power plants, fully tap into heating potential, and push for the elimination of coal-fired boilers and scattered coal within the coverage of heating networks. Increase efforts to phase out outdated coal-fired boilers and small coal-fired power plants, promoting the replacement of coal-based heating (steam) with industrial waste heat, power plant waste heat, clean energy, etc. By 2025, the proportion of non-fossil energy in total energy consumption will reach approximately 20%. During the "14th Five-Year Plan" period, coal consumption in the Beijing-Tianjin-Hebei and surrounding areas and the Yangtze River Delta region will decrease by about 10% and 5% respectively, and coal consumption in the Fenwei Plain will achieve negative growth. (9) Comprehensive Control Engineering of Volatile Organic Compounds. Promote the source substitution of raw materials and products, and implement full-process pollutant control. Focusing on industries such as industrial coating and packaging printing, promote the use of coatings, inks, adhesives, and cleaning agents with low volatile organic compound content. Deepen the control of volatile organic compound pollution in the petrochemical and chemical industries, and comprehensively improve the exhaust gas collection rate, the simultaneous operation rate of treatment facilities, and the removal rate. Retrofit easily volatile organic liquid storage tanks, promote the use of fully liquid-sealed floating discs and highly efficient double-sealing technology for floating roof tanks, and implement separate collection and treatment of high-concentration waste gas from wastewater systems. Strengthen the oil and gas recovery control of oil tankers and crude oil and refined oil terminals. By 2025, the proportion of solvent-based industrial coatings and inks will be reduced by 20 percentage points and 10 percentage points respectively, and the use of solvent-based adhesives will be reduced by 20%. (10) Environmental Infrastructure Improvement Project. Accelerate the construction of an environmental infrastructure system integrating sewage, garbage, solid waste, hazardous waste, and medical waste treatment and disposal facilities and monitoring and supervision capabilities, and promote the formation of an environmental infrastructure network extending from cities to towns and villages. Promote the construction and renovation of urban domestic sewage pipelines, implement the renovation of mixed and wrongly connected pipelines, update and repair old and damaged pipelines, accelerate the filling of treatment capacity gaps, and promote the resource utilization of sewage and the harmless treatment of sludge. Construct a life garbage treatment system with classified placement, classified collection, classified transportation, and classified treatment. By 2025, 80,000 kilometers of new and renovated sewage collection pipelines will be added, and 20 million cubic meters/day of new sewage treatment capacity will be added. The harmless treatment rate of urban sludge will reach 90%, the incineration treatment capacity of urban life garbage will reach about 800,000 tons/day, and the proportion of urban life garbage incineration treatment capacity will reach about 65%. IV. Improve Energy Conservation and Emission Reduction Policy Mechanisms
(1) Optimize and Improve the Dual Control System of Energy Consumption. Adhere to the priority of energy conservation, strengthen the management of binding indicators for reducing energy consumption intensity, effectively enhance the elasticity of the management of total energy consumption, and strengthen the connection between the dual control policy of energy consumption and the goals and tasks of carbon peaking and carbon neutrality. Based on energy output rate as an important basis, comprehensively consider factors such as the stage of development, and reasonably determine the energy consumption intensity reduction targets for various regions. The state implements dual-target management of basic targets and incentive targets for the reduction of energy consumption intensity in the 14th Five-Year Plan for each province (autonomous region, municipality directly under the Central Government), which is broken down into each year by each province (autonomous region, municipality directly under the Central Government). Improve the way of determining the total energy consumption indicators. Each province (autonomous region, municipality directly under the Central Government) determines the annual energy consumption target based on the regional GDP growth target and the basic target for reducing energy consumption intensity. Regions with economic growth exceeding the expected target can adjust the energy consumption target accordingly. For regions that reach the incentive target for reducing energy consumption intensity set by the state, their total energy consumption will be exempted from assessment in the current dual control assessment of energy consumption. The newly added renewable energy power consumption in various regions during the 14th Five-Year Plan period will not be included in the local energy consumption total assessment. Raw material energy consumption will not be included in the national and local dual control assessment of energy consumption. Orderly implement the separate listing of energy consumption for major national projects to support the construction of major national projects. Strengthen the analysis and early warning of energy conservation situations, and strengthen work guidance for regions with high warning levels. (2) Improve the Total Pollutant Emission Control System. Adhere to precise pollution control, scientific pollution control, and law-based pollution control, take the total pollutant emission control system as an important measure to accelerate green and low-carbon development, promote structural optimization and adjustment, and improve the level of environmental governance, and promote the implementation of key emission reduction projects to form effective emission reduction capabilities. Optimize the decomposition method of total emission reduction indicators, and in accordance with the principles of being monitorable, verifiable, and assessable, assign the emission reduction amounts of key projects to local areas, and areas with heavier pollution control tasks undertake relatively more emission reduction tasks. Improve the total emission reduction accounting method, formulate accounting technical guidelines, strengthen the connection with pollutant discharge permits, environmental impact assessment approvals, and other systems, and improve the informatization level of total emission reduction accounting. Improve the total emission reduction assessment system, improve the incentive and restraint mechanism, strengthen the supervision and management of total emission reduction, and focus on verifying repeated calculations, falsification, and especially the issue of inaccurate reporting of reduction amounts and reduction sources. (3) Resolutely Curb the Blind Development of High Energy Consumption and High Emission Projects. According to national industrial planning, industrial policies, energy conservation review, environmental impact assessment approval, and other policy regulations, conduct assessments and inspections of high energy consumption and high emission projects (hereinafter referred to as "two high" projects) under construction, planned, and completed, establish a work list, clarify disposal opinions, strictly prohibit the construction and operation of illegal "two high" projects, and resolutely remove "two high" projects that do not meet the requirements. Strengthen the supervision and evaluation of the implementation of the energy conservation review and environmental impact assessment approval procedures and results for "two high" projects, and adjust and collect approval powers in accordance with laws and regulations for those whose approval capabilities are inadequate. Strengthen work guidance for "two high" projects with an annual comprehensive energy consumption of 50,000 tons of standard coal or more. Uphold financial discipline, and guide financial institutions to improve financing policies for "two high" projects. (4) Improve Laws and Regulations and Standards. Promote the formulation and revision of laws and regulations such as the Law on Comprehensive Utilization of Resources, the Energy Conservation Law, the Law on Promoting Circular Economy, the Law on Promoting Cleaner Production, the Environmental Impact Assessment Law, the Regulations on Ecological Environmental Monitoring, the Regulations on Energy Conservation in Civil Buildings, and the Regulations on Energy Conservation in Public Institutions, and improve methods such as energy conservation review of fixed asset investment projects, demand-side management of electricity, and pollution control management of non-road mobile machinery. Formulate and revise a batch of mandatory energy efficiency standards that meet international advanced levels, and carry out in-depth energy efficiency and water efficiency leader actions. Formulate and revise the limit standards for the volatile organic compound content of consumer goods and the emission standards for air pollutants in key industries involving volatile organic compounds, and imported non-road mobile machinery shall comply with domestic emission standards. Study and formulate emission standards and fuel quality standards for light-duty vehicles and heavy-duty vehicles in the next stage. (5) Improve economic policies. All levels of government should increase financial support for energy conservation and emission reduction, allocating relevant special funds to support the construction of key energy conservation and emission reduction projects. Research should be conducted on rewarding regions that exceed their energy conservation targets. Gradually standardize and eliminate subsidies for inefficient fossil fuels. Expand the scope of central government support for clean winter heating in northern regions. Establish a mechanism for sharing the costs of operating and maintaining rural domestic sewage treatment facilities among local governments at various levels. Expand the coverage of government green procurement. Improve the green financial system, vigorously develop green credit, support energy conservation and emission reduction in key industries and sectors, make good use of carbon emission reduction support tools and special re-loans to support the clean and efficient use of coal, and strengthen environmental and social risk management. Encourage regions with the conditions to explore the establishment of supporting policies such as fiscal subsidies, rewards, risk compensation, and credit guarantees for green loans. Accelerate the development of green bonds, support eligible energy conservation and emission reduction enterprises in listing financing and refinancing.
